Every conversation Judith has had at the door comes back to the same themes: safety, accountability, representation, and healthcare. These are not political priorities. They are the everyday concerns of West Ward families, seniors, and business owners who deserve a councillor who takes them seriously. This is what she is running on.
PILLAR ONE: Community Safety You Can Trust
Community safety and property crime are growing concerns for many West Ward residents. After 25 years protecting communities as a Toronto Police Officer, including 11 years as a Sergeant coordinating complex responses, Judith understands what effective safety leadership looks like: clear communication, steady judgment, accountability, and real follow-through.
As Councillor, Judith will advocate for a West Ward Community Safety Working Group that brings together Durham Regional Police Service, bylaw enforcement, neighbourhood watch groups, businesses, and residents around a coordinated local response to ongoing concerns.
She is committed to regular plain-language updates so residents understand what issues are being addressed, what actions are being taken, and where residents can report concerns or access support.
Twenty-five years protecting communities taught Judith one thing above all: trust starts with communication. West Ward deserves a councillor who will stand in the gap between what residents experience and how institutions respond, someone who listens, follows through, and never leaves residents without answers.

Rising costs continue to put pressure on West Ward residents. From property taxes to water and sewer bills, families deserve clear communication about where their money is going and confidence that every dollar is being spent responsibly.
As a Sergeant for 11 years, Judith led teams that were judged on outcomes, not intentions. As a business owner for the past 10 years, she understands the discipline required to manage budgets, make difficult decisions, and deliver results with limited resources. She knows residents expect the same level of accountability from local government.
As Councillor, Judith will ask tough questions, advocate for responsible spending, and push for greater transparency at the council table. She is committed to keeping residents informed about the decisions that impact their neighbourhoods, taxes, infrastructure, and daily lives.
Judith will also advocate for a quarterly West Ward Accountability Report outlining what was promised, what has been delivered, and what is still in progress. The report will be transparent, measurable, and focused on results residents can see.

PILLAR Three: A Voice for Every Neighbour
West Ward is home to a diverse and growing community, and every resident deserves to feel informed, included, and connected. Seniors, families, business owners, newer Canadians, and long-established residents all help shape the character of our neighbourhoods, and all deserve a councillor who listens before she acts.
For the past 10 years, Judith has built strong relationships across Whitby through her business, her service on the Whitby Chamber of Commerce Board of Directors, and her ongoing involvement in the community. She is a natural bridge-builder who believes leadership starts with listening, accessibility, and follow-through. For Judith, accessible and responsive leadership is not a slogan. It is how she has always worked.
As Councillor, Judith is committed to holding regular office hours across West Ward neighbourhoods so residents have direct access to their elected representative. She will work to strengthen communication between residents and council and ensure every neighbourhood has a meaningful voice in the decisions that shape the future of the community.

PILLAR Four: Healthcare Access We Can't Wait For
Access to healthcare is becoming an urgent concern for many Whitby residents, especially families struggling to find a family doctor or access timely care close to home. While a new hospital is moving forward, West Ward residents need advocacy, attention, and practical interim solutions now.
Municipal councillors cannot directly create healthcare capacity, but strong local leadership can help bring attention to community needs, push for action, and keep pressure on provincial decision-makers. Judith is committed to being a strong and consistent voice for West Ward residents at every level.
As Councillor, Judith will advocate for interim healthcare solutions, support physician recruitment efforts, strengthen collaboration with healthcare and provincial partners, and provide residents with regular updates on the progress being made. West Ward families deserve to know their concerns are being heard and fought for.
